USAID
PUSHES DOWN THE STRUGGLE FOR DEMOCRACY OF THE INDEPENDENT
FARMERS IN CUBA GACIC, Miami, October 25, 2000
Inter Agency Working Group,
on October 24th invalidated the proposal to assist the
independent farmers inside Cuba. David E. Mutchler Senior
Advisor and Coordinator of the program USAID for Cuba has
alleged that under the Helms-Burton Law only people who
are suffering “repression” by the Cuban government
should be entitled to any assistance.

The Global Consultation on the Realization
of the Right to Deve1opment as a Human Right took place in
the United Nations Office at Geneva from January 8 to 12,
1990. In Chapter V regarding National Level, in paragraph
119, it is stated “Since the individual is
the central subject of development, the individual must
take responsibility for his or her own welfare to the
extent possible. To implement the right to development,
States have a responsibility first to respect the freedom
of the individual to take action"
