The Global Consultation on the Realization of the Right to Deve1opment as a Human Right took place in the United Nations Office at Geneva from January 8 to 12, 1990. In Chapter V regarding National Level, in paragraph 119, it is stated Since the individual is the central subject of development, the individual must take responsibility for his or her own welfare to the extent possible. To implement the right to development, States have a responsibility first to respect the freedom of the individual to take action"
